Recycling Market Development Zones

San Jose

 

San Jose has one of the most comprehensive recycling programs in the nation. Located in Santa Clara County, San Jose is, by population, the third largest city in California and the largest in northern California. While the entire city is designated a Recycling Market Development Zone (RMDZ), San Jose has a targeted "Green Industry" district (the Monterey Corridor) which will be the focus of local, proactive outreach to strengthen existing businesses and attract new businesses.

Incentives

San Jose offers the Special Tenant Improvement (STI) program to encourage occupancy of existing vacant building space. The STI program includes the suspension of the local Building & Structures tax, a coordinated plan check review process, the deferral of plan check fees, and expedited permit processing. This program is designed to encourage tenant improvements on vacant buildings to make the space ready for earlier occupancy. In addition to the STI program, the city offers Industrial Development Bonds, loans and loan guarantees, and sales and use tax credits to those businesses located within the established 18-square-mile Enterprise Zone.

Target Materials

Materials identified to provide businesses with continuous feedstock include mixed paper, glass, aluminum, plastics 1-7 (including film plastic), textiles; electronics, roofing materials (specifically asphalt shingles), and food waste.

Infrastructure

San Jose has historically had a large processing and manufacturing base and the infrastructure necessary to support such industries. In addition, the Green Industry district is located near highways 101, 680, and 880 and all have direct rail access.
