- Department of Conservation. The Department of Conservation, Division of Recycling administers the California Beverage Container Recycling and Litter Reduction Act of 1986. To find the beverage container recycling coordinator in your community, go to the grants page of the Department of Conservation, Division of Recycling, scroll to the last list near the bottom and look for the title, City/County Contact Information. Look for one of the bulleted items on the list with the heading, The City/County Payment Program.
