Item Name Item Description
Land Application For the purposes of this document, "land application" means the spreading of a material at agronomic rates for the purpose of soil amendment. See also: Activity.
Land Owner Is the person, party, company, corporation, etc. that owns the land upon which the facility, site, or operation is located, and that is the land owner of record as recorded in the city/county.
Large Volume Construction and Demolition Wood Debris Chipping and Grinding Facility A site that receives 500 tons per operating day or more of C&D mulch for purposes of processing it into C&D mulch.
Large Volume Construction and Demolition/Inert Debris Processing Facility A site that receives 175 tons or more of any combination of C&D debris and Type A inert debris per operating day for the purposes of storage, handling, transfer, or processing.
Large Volume In-vessel Digestion Facility A facility that receives an average greater than 100 tons of solid waste per operating day or greater than 700 tons (2,800 cubic yards) per week of solid waste for digestion in an in-vessel digester [17896.2 (a)(15)].
Large Volume Transfer Facility Which receive more than 100 cubic yards of waste per operating day. (14 CCR 17401) See also: Activity.
Large Volume Transfer/Processing Facility Means a facility that receives 100 tons or more solid waste per operating day for the purpose of storing, handling or processing the waste prior to transferring the waste to another solid waste operation or facility. [14 CCR 17402(a)(8)]. See also: Activity.

Latitude The angular distance, north or south of the equator, measured in degrees along a meridian, as on a map or globe. Refer to Chapter 2 of the SWIS User's Manual for instructions on how to enter this data.
LEA Focused (Inspection Program) An inspection by the LEA that is not routine. Includes, but is not limited to, pre-permit or follow-up inspections.
LEA Periodic (Inspection Program) Any routine monthly, quarterly, etc. inspection by the LEA.
Limited Volume In-vessel Digestion Operation An operation that receives less than an average of 15 tons (or 60 cubic yards) of solid waste per operating day but shall not exceed 105 tons (or 420 cubic yards) per week of solid waste for digestion in an in-vessel digester. Additionally, the operation shall not exceed solid waste storage capacity limitations of the general design of the operation [17896.2 (a)(16)].
Limited Volume Transfer Operation Means a transfer operation that receives 60 cubic yards or less of solid waste on any operating day [14 CCR 17402(a)(9)]. See also: Activity.
Liquid Waste "Liquid Wastes" means waste materials which are not spadeable.
Local Enforcement Agency (LEA) The local government entity that acts in the capacity as solid waste enforcement agency [14 CCR 18011(a)(14)]. See also: Enforcement Agency (EA) PRC 40130.
Location The physical description of the area, location, street, road, etc. where the facility, site or operation is to be found. Do not use P.O. Box, assessor's parcel number (APN) or township-range. (Please put P.O. Box, APN, etc. in the site comment box.)
Longitude The angular distance on the earth or on a globe or map, east or west of the prime meridian at Greenwich, England. Refer to Chapter 2 of the SWIS User's Manual for instructions on how to enter this data.
