Item Name Item Description
Tier Indicates the regulatory tier the applicant is applying for: See drop down list: "Full" (Permit application package as required by 27 CCR 21570); "Notification" (Operational information as required by 14 CCR 18103); "Registration" (Permit application package as required by 14 CCR 18104); "Standardized" (Permit application package as required by 14 CCR 18105); "Excluded" (Not tracked in SWIS or by the CIWMB, but tracked, and files maintained by LEAs pursuant to 14 CCR 17381.2, 17382 and 18302).
Tire Dealer Means a person who for commission, money, or other thing of value, sells, exchanges, buys, or offers for sale, negotiates or attempts to negotiate, a sale or exchange of an interest in, including, but not limited to: new, used, retreaded, recapped, regrooved, or other type of motor vehicle tire(s) -and- has less than 1,500 tires on-site -and- the tire dealer has on file, with the CIWMB, a signed letter from the tire dealer certifying that the tires at the tire dealer premises are removed every 90 days or are turning over their inventory every 90 days. Tire Disposal Site Is a Solid Waste Disposal Site where waste tires or parts of waste tires are or have been disposed at a landfill, monofill or site. See also: Activity.
Tire Retreader For the purposes of exemption from tire facility permit requirements, a tire retreader is an owner or operator of a tire retreading business where the business premises (site /location) has no more than 3,000 waste tires on the business premises at any time and the tire retreader has written certification (a signed letter from the tire retreader) on file with the CIWMB that the tire retreader premises meets the requirements of PRC [See PRC Section 42831(a)]. Tire Storage Method of tire storage at a facility. More than one method can be indicated.
To Be Determined For the purposes of this document, "to be determined" means that there is presently not enough information to determine a Regulatory Status or Operational Status. This information may be gathered as part of the Site Investigation Process (SIP) which includes completion of the Site Identification form and Site Assessment form or further investigation by the enforcement agency. Additionally, the operational or regulatory status may be pending permit action, enforcement action, or ongoing investigation.
Total Acreage The total permitted or notification acreage (permitted boundary) or estimated acreage of a tire site or solid waste disposal site.
Transfer/Process "Transfer or processing station" or "station" includes those facilities utilized to receive solid wastes, temporarily store, separate, convert, or otherwise process the materials in the solid wastes, or to transfer the solid wastes directly from smaller to larger vehicles for transport, and those facilities utilized for transformation (PRC 40200). Transformation "Transformation" means incineration, pyrolysis, distillation, gasification, or biological conversion other than composting. "Transformation" does not include composting (PRC 40201). See also: Category.
Transformation Facility "Transformation facility" means a facility whose principal function is to convert, combust, or otherwise process solid waste by incineration, pyrolysis, destructive distillation, or gasification, or to chemically or biologically process solid wastes, for the purpose of volume reduction, synthetic fuel production, or energy recovery. Transformation facility does not include a composting facility [14 CCR 18720(a)(77)]. See also: Activity.
Treatment Unit (in situ) "Treatment unit" includes, but is not limited to: sludge drying beds, ... septage ponds, drilling mud impoundments, and leachate evaporation ponds [14 CCR 17761(a)(55)/27 CCR 20164]. For the purposes of this document, in situ treatment units may ultimately receive an "operational status" of Closed or Closing depending upon applicable closure regulations based on resultant land conditions. Those in situ treatment units that are Closed will have operated as disposal facilities during their active operating years. Although those in situ treatment units that are "clean closed" may have operated as transfer/processing stations during their active operating years, a determination of "clean closed" or Closed cannot be made until resultant land conditions are assessed at the end of treatment unit activities. Therefore, in situ treatment units will be included in the SWIS II "category" of "disposal". See also: Activity.
Treatment Unit (processing) "Treatment unit" includes, but is not limited to: sludge drying beds, ... septage ponds, drilling mud impoundments, and leachate evaporation ponds [14 CCR 17761(a)(55)/27 CCR 20164]. For the purposes of this document, processing treatment units may receive an "operational status" of Closing, Closed, or Archived depending upon applicable regulations. Those processing treatment units that are "clean closed" will have operated as transfer/processing facilities during their active operating years. A determination of Closed will be made at the end of processing treatment unit activities and the resultant land conditions are assessed. Processing treatment units will be included in the SWIS II "category" of "transfer/process". See also: Activity.
