Five-Year Plan for the Waste Tire Recycling Management Program
Biennial Revision Process: 2009 Plan
The California Department of Resources Recycling and Recovery (CalRecycle) has completed the process of updating the five-year plan to cover fiscal years 2009/10 through 2013/14. The CIWMB approved the plan at its May 19, 2009, meeting. The plan is to be revised and resubmitted to the State Legislature every two years.

Background
Senate Bill (SB) 876 (Escutia, Statutes of 2000, Chapter 838) was enacted to provide a comprehensive measure to extend and expand California's regulatory program related to the management of waste and used tires. One of the key provisions of this measure required the CIWMB to adopt and submit to the Legislature a five-year plan that included proposed budget allocations. In addition, it requires that the five-year plan be updated every two years.
