Notice of Funds Available: Local Government Waste Tire Amnesty Grant Program (FY 2015-16) TA3

The fiscal year (FY) 2015-16 grant application period is now closed.

The Department of Resources Recycling and Recovery (CalRecycle) has allocated $1,800,000 for the Local Government Waste Tire Amnesty Grant Program (Program) for fiscal year (FY) 2015–16. Public Resources Code Section 42889 authorizes CalRecycle to expend funds from the California Tire Recycling Management Fund to pay for the cost of cleanup, abatement, or other remedial actions related to the disposal of California waste tires. The Program provides funds for eligible applicants to conduct free amnesty events for the public to recycle their waste tires.

Note: “TA” followed by a number is the cycle code for the Local Government Waste Tire Amnesty Grant Program.

Criteria

Eligibility

Applicants

  • California jurisdictions including cities, counties, special districts, and jurisdictions joined together by formal agreements, as well as Qualifying California Indian tribes are eligible.
  • Grants will not be awarded to two agencies within the same jurisdiction (example: City of Sacramento Public Works Department and City of Sacramento Health Department).

Joint Applicants

  • Cities or counties may submit a regional application with authorization from other cities and/or counties participating in the regional application. A regional lead jurisdiction must be designated to act on behalf of all participating jurisdictions. If a jurisdiction is a participant in a regional program, it may not apply individually.

Eligible Costs

Costs must be incurred during the Grant Term, which begins on the date indicated in the formal notification you receive from CalRecycle, referred to as the "Notice to Proceed," that you may incur costs and begin the grant project, through June 30, 2017. Overall project costs may not exceed $5.00 per tire, or the grant application will be disqualified.

A cost per tire of up to $7.00 is allowed from the applicant types listed below if applicant did not receive a Waste Tire Amnesty Grant for FY 2013-14 (TA1 and TA2) and is a single jurisdiction (not applying as part of a regional application).

  • A city with less than 20,000 residents,
  • A county with less than 50,000 residents,
  • A Special District, or
  • A Qualifying Indian tribe

Funding

  • $1,800,000 is available for FY 2015–16
  • $40,000 is the maximum available per single jurisdiction grant award
  • $100,000 is the maximum available per regional grant award

Secondary Due Date - Resolution and Environmentally Preferable Purchasing and Practices (EPPP) Policy

  • If the resolution is not submitted with the application: The approved resolution must be uploaded in GMS by this date.
  • If the applicant does not have an EPPP Policy at the time of application: An EPPP Policy must be adopted and notification must be uploaded in GMS by this date.
June 2015 Grants Awarded
CalRecycle considers funding recommendations, and if approved, conditionally awards grants in this month (tentative).
June 30, 2017 Grant Term Ends
Grantee may incur costs from after the issuance of the Notice to Proceed to this date.
June 30, 2017 Deadline for: Final Report, Final Payment Request and Request for 10 Percent Withhold.

These Terms and Conditions are applicable only to the specified cycle and/or Fiscal Year of the particular grant program specified.

Procedures and Requirements

Notice: These Procedures and Requirements are in draft form. Upon issuance of Grant Agreement, these Procedures and Requirements shall become final.

The Department of Resources Recycling and Recovery reserves the right to make any necessary changes to the Procedures and Requirements prior to issuance of the Grant Agreement. Any such changes will be non-negotiable. In the event that any changes are made to the Procedures and Requirements, all Grantees will be notified as to what specific changes have been made.
