Notice of Funds Available: Tire-Derived Product Grant (FY 2017-18)

The application period for fiscal year (FY) 2017-18 is now closed.

The Department of Resources Recycling and Recovery (CalRecycle) administers a program to provide opportunities for the diversion of tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled-content products. The Tire-Derived Product Grant (TDP) Program is a reimbursement grant designed to use TDPs for repurposing projects such as pathways, landscaping, mats, playground surfacing, curb stops, and ramps.

Criteria

Eligibility

Applicants

  • Public entities which include: California cities, counties, public school districts, public colleges and universities, special districts, park or recreational districts, and state agencies (including offices, departments, bureaus, and boards).
  • Qualifying Indian Tribes. A “Qualifying Indian Tribe” is defined as an Indian tribe, band, nation or other organized group or community, residing within the borders of California, which:
    (1) Is recognized for special programs and services provided by the United States to Indians because of the status of its members as Indians; or
    (2) Can establish that it is a government entity and which meets the criteria of the grant program.

On January 1, 2015, California Labor Code section 1782 prohibited charter cities from receiving state funds or financial assistance for construction projects if those cities do not comply with sections 1770-1782 of the Labor Code. If a charter city will be included in an application (either as the sole applicant, as a participant in a regional application, or as a member of an applicant Joint Powers Authority), more information can be found on CalRecycle's California Labor Code section 1782.

Projects

Only one application per qualifying entity will be accepted and only for projects within California.  A minimum of 2,500 California-generated waste tires must be used per application.  Multiple products/projects may be combined to achieve this minimum.  Project(s) must not have previously received CalRecycle grant funds.

Funding

  • $1,000,000 available for fiscal year (FY) 2017-18
  • $150,000 per grant award

  • Questions may be submitted from application release date to this date.
  • Questions regarding the application and its requirements must be submitted in writing via email: grants@calrecycle.ca.gov.
  • Questions and answers (Q&A) will be posted periodically during the Q&A period.
  • It is the applicant's responsibility to check the Q&A web page regularly to ensure that they are aware of all program details.
April 12, 2017 Application Due Date

May 11, 2017 Secondary Due Date-Resolution and Environmentally Preferable Purchasing and Practices (EPPP) Policy
  • If the resolution is not submitted with the application: The approved resolution must be uploaded in GMS by this date.
  • If the applicant does not have an EPPP Policy at the time of application: An EPPP Policy must be adopted and notification must be uploaded in GMS by this date.
June 2017 Grants Awarded

CalRecycle considers funding recommendations, and if approved, conditionally awards grants in this month (tentative).

April 1, 2020 Deadline for: Final Report, final Payment Request and Request for 10 Percent Withhold.

These Terms and Conditions are applicable only to the specified cycle and/or Fiscal Year of the particular grant program specified.

Notice: These Procedures and Requirements are in draft form. Upon issuance of Grant Agreement, these Procedures and Requirements shall become final.

The Department of Resources Recycling and Recovery reserves the right to make any necessary changes to the Procedures and Requirements prior to issuance of the Grant Agreement. Any such changes will be non-negotiable. In the event that any changes are made to the Procedures and Requirements, all Grantees will be notified as to what specific changes have been made.
