Tire-Derived Product Business Assistance Program (TBAP)
This page serves as a portal to the variety of services and resources made available by the California Department of Resources Recycling and Recovery (CalRecycle) for businesses who either process used tires or produce tire-derived products using California waste tires.
Note: Prior to 2010 CalRecycle was known as the California Integrated Waste Management Board. All references below to "Board" are preserved here for historical clarity.
The Tire-Derived Product Business Assistance Program (TBAP) has two primary components:
- Individual business grant assistance--Technical and consultative assistance services provided by a contractor to help improve the operational and cost efficiencies of individual tire-derived product businesses. Script), actual grantees' success stories describe how the TBAP grant program assisted in developing their waste tire product lines and markets. For example, at its August 2009 meeting (refer to agenda item #15), the Board approved grants totaling more than $2.8 million for technical and consultative assistance to 23 tire-derived product businesses.
- Industry sector-wide technical services--Assistance provided by a contractor to expand overall market demand by emphasizing the development of new products from existing businesses and/or the production of an existing product with recycled California tire rubber rather than virgin material. For example, at its August 2009 meeting (refer to agenda item #16), the Board received the 2008 California Scrap Tire Market Report, which provides information on scrap tire diversion rates and market trends based on research conducted from November 2008 through March 2009.

- Tire equipment loan program--encourages California-based tire manufacturers and processors to locate new facilities and expand existing operations by providing low-interest rate loans for equipment purchases.
- Recycling Market Development Zone--program combines recycling with economic development, including loans, technical assistance, and free product marketing, to fuel new businesses, expand existing ones, create jobs, and divert waste from landfills.
- Marketing to the Green Building Sector--Information to help manufacturers of tire-derived products market their products in the green building arena.
- Marketing to the Government Sector--Information to help manufacturers of tire-derived products market their products to governmental entities.
- Product Manufacturing and Testing--Documents pertaining to manufacturing and testing products made from scrap tires.
- Tire-Derived Product Catalog--2010 catalog of tire-derived products.
- Tools and Resources for Tire Recycling Companies--Additional resources to assist businesses that either process used tires or manufacture tire-derived products.
- Health and Environmental Impacts of Tire-Derived Products--Articles, research, studies, and fact sheets examine potential health and environmental risks associated with various tire-derived products.
