Questions and Answers

The following are a series of questions and answers pertaining to the Used Oil Nonprofit Grant, Fourth Cycle (UNP4) application process. These questions were submitted to program staff and mailed to everyone that has requested an UNP4 application, in addition to posting on this Web site.

1. Is it the case that a nonprofit can be the lead on only one CIWMB nonprofit oil grant?

Yes, only one application will be accepted from each nonprofit group or chapter of an umbrella nonprofit for each grant cycle. A nonprofit organization that was the lead on a CIWMB nonprofit oil grant in the past may submit a new proposal as lead for this grant cycle.

2. Would the CIWMB consider providing advance payment to a nonprofit agency to lessen the burden on their often bare bones operating budget? If not, would it be possible for the nonprofit agency to submit monthly payment requests to the CIWMB?

This is a reimbursement grant, however, requests for advance payment will be considered under special circumstances. A payment request may be submitted any time that you have a reasonable amount of funds to claim.

3. Can a volunteer member, i.e., president of car club, of a nonprofit organization be the primary contact for the grant?

    Yes, the authorized representative is the person who is able to contract or obligate your organization to the terms and conditions of the grant.

4. Does the maximum 15 pages of written narrative include additional attachments/exhibits for charts/maps?

The narrative should address the project summary as well as the nine scoring criteria Exhibit F of the UNP4 application. The completed narrative should not exceed the15 page limit, not including exhibits and other attachments such as charts/maps.

5. What are the CIWMB's intention disallowing those nonprofits with prior contract experience to be penalized 5 points?

The CIWMB is not penalizing nonprofits that have received a nonprofit grant in the past. Applicants must score 70 percent of the general review criteria to be considered for grant funding. The 5 points of program criteria for applicants with no grant funding the last two cycles is geared toward reaching new audiences or new locations. Due to limited resources, this grant program is geared toward providing seed money to initiate new projects or to advance existing projects that are "new" in some way. If you have received a grant from this program in the past, it is essential that you explain how your current proposal is "new."
