Used Oil Recycling Nonprofit Grants, 5th Cycle

Notice of Funding Availability

 

The application period for this grant cycle ended December 20, 2002.

There are 20 million gallons of used motor oil improperly managed in California annually. Nonprofit organizations have an opportunity to work with the California Department of Resources Recycling and Recovery (CalRecycle) to address this serious environmental threat. The CIWMB administers a used oil recycling program which includes providing grants to nonprofit organizations for used oil and used oil filter recycling projects. The CIWMB and local government recognize the value that nonprofit groups such as auto enthusiast clubs, community service organizations and environmental groups bring to recycling efforts. The CIWMB is looking for nonprofit groups to partner with local government agencies to promote used oil and filter recycling in California.

Eligibility
Nonprofit entities recognized under Sections 501(c)(3), 501(c)(4), 501(c)(6), or 501(c)(10) of the Internal Revenue Code may apply for funding to offset the costs of their used oil recycling programs. Applicants must submit a proposal, IRS letter of determination, California Franchise Tax Board letter of good standing, and letters of support and references as described in the application package.

Funding
During the Fifth Cycle Nonprofit (NP) Grant, approximately $3.5 million is available in funding. Individual organizations may request up to $200,000 in grant funding while applications with a statewide or regional impact may request up to $300,000. The grant term is from May 1, 2003 through April 30, 2005.

Application Criteria
The Fifth Cycle Nonprofit Grant application requires that the applicant:

  • Evaluate and describe the current used oil program in the area;
  • Identify the community’s used oil program needs;
  • Describe how their proposed project will meet those needs; and
  • Demonstrate coordination with local government used oil programs.

In addition to the general review criteria, applicants are encouraged to demonstrate:

  • Use of social marketing techniques to replace or supplement traditional media-based publicity and education methods to promote collection of used oil and/or filters;
  • Target an underserved population for the collection of used oil and/or filters;
  • Initiate a new program or support an existing program for collection of used oil and/or filters from one or more of the following: boaters, agricultural sources, or storm water; and
  • Initiate a new program or support an existing program for purchasing of re-refined oil and provide for continued and sustained re-refined oil availability in target area after the grant period.

Application Deadline
Applications must be postmarked by Friday, December 20, 2002. Hand delivered, faxed, or e-mailed applications will not be accepted. Forms, samples, and detailed instructions are included in the application package.
