Used Oil Recycling Grant and Payment Programs

CalRecycle's used oil recycling grant and payment programs provide funding for activities that reduce the amount of illegally disposed used oil, recycle used oil/used oil filters, and reclaim used oil.

Two main types of grant and/or payment programs are offered each year:

  1. Non-competitive grant or payment program to support local used oil and oil filter collection programs. The non-competitive grant has been replaced with the payment program that started in fiscal year 2010/2011.
  2. Competitive grants to explore new program activities and/or to transfer proven programs ideas to other communities.

Payment Program

  • Used Oil Payment Program
    Payments are awarded annually to local governments to develop and maintain used oil and filter collection programs with funding determined on a per capita basis.

Non-Competitive Grants

  • Block Grant
    Grants were awarded annually to local governments with funding determined on a per capita basis. The last year of awards for this program was fiscal year 2009/2010.

Competitive Grants (offered annually as a joint solicitation):

Implementation of Senate Bill 546 (Lowenthal, Chapter 353, Statues of 2009) changes the competitive grant process starting in fiscal year 2010/2011:

  • Combines three independent grant programs (Nonprofit, Opportunity, Research, Testing, and Demonstration grants) into a single program.
  • Removes statutory imposed funding levels.
  • Promotes public/private partnerships and expands project opportunities to improve effectiveness of statewide programs.
