Carpet Stewardship Program Advisory Committee

The Product Stewardship for Carpets Law (Public Resources Code Section 42970-42983), as amended by Assembly Bill 1158 (Carpet Recycling, Chu, 2017), requires CalRecycle to appoint an Advisory Committee to provide recommendations to a carpet manufacturer or stewardship organization and to the department on carpet stewardship plans, plan amendments, and annual reports.

Composition of the Advisory Committee

The director of CalRecycle shall appoint members to the Advisory Committee, which may be comprised of individuals from the environmental community, the solid waste industry, local government, public or private representatives involved in the collection, processing, and recycling of carpet, and other interested parties. The director shall appoint one member of the Advisory Committee who represents carpet manufacturers and at least one member who represents either the Southern California Resilient Floor and Decorative Covering Crafts Joint Apprenticeship and Training Committee or the Northern California Floor Covering Finishing Trades Institute Joint Apprenticeship Training Committee. The Speaker of the Assembly and the Senate Committee on Rules shall each appoint one additional member to the Advisory Committee.

Duties of the Advisory Committee

  • Receive a copy of carpet stewardship plans and amendments to plans no less than 30 days before a carpet stewardship organization or manufacturer submits a plan or amendment to the department.
  • Receive a copy of carpet stewardship annual reports no less than 30 days before a carpet stewardship organization or manufacturer submits the annual report to the department.
  • Provide comments and recommendations to carpet stewardship organizations or manufacturers and to the department based on review of the materials. To the extent feasible, recommendations shall be incorporated into the carpet stewardship plan, amendments to the plan, or annual report before being submitted to the department.
  • A member of the Advisory Committee shall serve without compensation, but shall be reimbursed for actual and necessary travel and other expenses incurred in the performance of his or her duties.


  • October 17, 2017- CalRecycle announced it is soliciting applications for Advisory Committee Members at CalRecycle’s monthly public meeting. The announcement was also posted on CalRecycle’s Carpet Materials Management web page and electronically mailed via CalRecycle’s Carpet Listserv. In addition, the solicitation letter was sent to all members of the existing voluntary California Council on Carpet Recycling.
  • November 10, 2017- Applications for the Advisory Committee are due to CalRecycle.
  • December 19, 2017- CalRecycle staff intend to provide a recommendation to the director regarding suggested appointments to the Advisory Committee at CalRecycle’s monthly public meeting.
  • January 1, 2018- Assembly Bill 1158 takes effect, and the Advisory Committee will be in place.
    • Note: Due to the compressed timeline created by the January 1, 2018 effective date of Assembly Bill 1158, Advisory Committee members are expected to meet promptly as a group (either physically or remotely) and to provide comments and recommendations on the draft plan as soon as practical (e.g. if a draft plan is provided to the Advisory Committee on January 8, 2018, the Advisory Committee should endeavor to provide feedback by January 31, 2018).
