The California Integrated Waste Management Board approved the California Reuse Initiative grant program to provide the initiative and incentives for local governments to promote and apply the concept of reuse to their business communities. Reuse is defined as using a material over again in its current form without breaking it down into a raw material.
As part of this reuse initiative, the Board has allocated $150,000 to assist local governments in the promotion of the concept of reuse. Eligible applicants may request up to $50,000. The Board will award grants on a competitive basis according to the criteria set forth in the application. The Board reserves the right to fund all or part of a request.
Applicant Eligibility
The Reuse Assistance Grants are available to California cities, counties, and local government agencies. Charitable nonprofit organizations may act in conjunction with a city, county, or local government agency. Jurisdictions are encouraged to work together where appropriate to maximize outreach efforts and use of resources. Applicants may be a party to only one (1) application. Applicants who apply as part of a multi-jurisdictional application may not submit an individual application. All funds must be expended by December 1, 2001.
Eligible Project Costs
All costs must be directly related to promoting the concept of reuse. Any materials, services, equipment, or facilities that increase opportunities for promoting the concept of reuse will be considered eligible project costs. Costs must be reasonable, cost-effective, and focused on local needs as described in the application.
Ineligible Project Cost
Any costs not directly related to promoting the concept of reuse are ineligible for grant funding. These include, but are not limited, to the following:
- Costs incurred prior to December 1, 2000 or after December 1, 2001.
- Costs currently covered by another Board loan, grant or contract.
- Purchasing or leasing of land.
- Purchasing or leasing of vehicles by nongovernmental agencies.
- Overtime costs (except for local government staffing during evening or weekend events when law or labor contract requires overtime compensation).
- Out-of-state travel.
- Any food or beverages (e.g. as part of meetings, workshops, training, or events).
- Public education costs not directly tied to the concept of reuse.
- Profit or mark-up by the grantee.
- Any costs that are not consistent with local, state, and federal guidelines and regulations.
- Cell phones and pagers.
Matching Fund Requirement
All applicants are required to provide matching funds equal to the amount of the requested grant. Matching funds must be used for activities that compliment the proposed project including the cost of developing the promotional materials, holding workshops or training sessions for local businesses on reuse, or other outreach activities to promote the concept of reuse. Matching funds cannot be used for staffing (other than directly related to the proposed project), consultant services (other than specifically for the development of materials), travel, equipment, or other administrative or operational expenses not directly associated with promoting the concept of reuse.
Green Procurement Policy
Points will be assigned to applications based on the provision of evidence of a current, green procurement policy for the local jurisdiction and whether this policy is being used and enforced. Please visit our Buy Recycled site for more information on green procurement policies.
Question and Answer Deadline
Questions regarding this application are due by July 31, 2000. Answers will be posted on this site by August 11, 2000 and will be distributed (mailed or e-mailed) to anyone requesting an application. Application Submittal and Deadline
Applications may be mailed or hand-delivered to the Board's Sacramento office. Mailed applications must be postmarked by Friday, September 1, 2000. Hand-delivered applications must be received by 4:00 p.m. on September 1, 2000. Applications delivered after 4:00 p.m. or postmarked after the above deadline will be returned to the applicant and will not be considered for funding. It is your responsibility to ensure that the application is delivered or postmarked on time. Applicants must submit one (1) original and three (3) copies of the application. All applications must be submitted on paper with a minimum of 30 percent postconsumer recycled content. A recycled logo or text confirming the use of recycled paper is required. No applications submitted using e-mail or faxes are allowed.
Review, Selection, and Funding
Applications will be reviewed and ranked by Board staff based on the criteria set forth in the application. Staff will give their recommendations to the Board who will make the final funding decisions. Applications that do not meet the basic eligibility criteria will be returned to the applicant.
