Senate Bill (SB) 1016 Signed by Governor Schwarzenegger
In September 2008, Governor Schwarzenegger signed into law the new per capita disposal measurement system  (SB 1016, Wiggins, Public Resources Code Chapter 343, Statutes of 2008). This changed the way State agencies and local governments measure their progress toward meeting the statutory waste diversion mandates. Under this Act, State agencies are still required to maintain the 50 percent waste diversion requirement as mandated by AB 75 (Strom-Martin, Chapter 764, Statutes of 1999). However, State agencies and large State facilities will now use per capita disposal as an indicator of their progress toward meeting the mandate.

State Organization and Agency Recycling Database (SOARD) Annual Reports (AR)
Under the Disposal Measurement System Act of 2008, the SOARD AR is now due on or before September 1 of each year. Therefore, the 2008 SOARD AR is due September 1, 2009. The CIWMB anticipates making the 2008 report available for agencies in July 2009. Subsequent annual reports will be due September 1 and report on the previous calendar year.

 2009 Workshops on Using Compost for Landscape and Environmental Enhancement (PDF 29KB)
The purpose of these workshops, which will take place in San Jose and Yorba Linda, is to promote the benefits of compost and provide practical tools and information on how to use compost effectively for landscape and environmental enhancement. Experts will comment on the status of ongoing research projects demonstrating the effectiveness of compost for erosion control.

Project Recycle Recycling Bin Program - Overwhelming Response Exhausts Funds
Available beginning Feb 1, 2009, the Project Recycle Recycling Bin Program offered recycling bins to State agencies at no cost to the agencies. There was so much enthusiasm and interest from State agencies that the program exhausted its funding after just four days - much sooner than anticipated. The program was funded at $450,000 through contracts for paper recycling in the Sacramento area and scrap metals recycling in the Los Angeles area. Because the funds have been exhausted, the recycling bin program has been suspended until further notice. The CIWMB does not know if/when similar opportunities may occur in the future, but if funding becomes available, all State agencies will be notified.

SB 1016 Workshops

The CIWMB will conduct workshops to to outline the changes made to the State Organization and Agency Recycling Database (SOARD) system as a result of the recently enacted Per Capita Disposal Measurement System (Chapter 343, Statutes of 2008 [Wiggins, SB 1016]). This workshop will provide an overview of the revised format and content of the SOARD system for the purposes of submitting the electronic annual report.

The American College & University Presidents Climate Commitment is a high-visibility effort to address global warming by garnering institutional commitments to neutralize greenhouse gas emissions, and to accelerate the research and educational efforts of higher education to equip society to re-stabilize the earth’s climate. Several colleges and universities have joined this effort as signatories.
