Waste Tire Management

Facility Permitting

Waste tire laws, found in Division 30, Chapter 16 of the California Public Resources Code, created a regulatory program designed to reduce the improper storage of waste tires. Persons intending to store or stockpile 500 or more waste tires in California are required to obtain a major or minor waste tire facility (WTF) permit and comply with the waste tire storage standards. By definition, a major WTF stores, stockpiles, accumulates, or discards 5,000 or more waste tires, and a minor WTF stores, stockpiles, accumulates, or discards from 500 to 4,999 waste tires.

Application Information

Applications for a minor WTF permit shall include verification that all applicable local, State, and federal permits and approvals have been acquired, as well as the following CalRecycle forms:

In addition to the above requirements, applications for a major WTF permit shall include the following:

  • Closure Plan (CIWMB 504): Word, 82 KB | Fillable PDF, 52 KB
  • Reduction/elimination plan.
  • Financial assurance mechanism and operating liability coverage (see financial assurances for more detail).

Applicants are required to submit the original and two copies of the completed forms to CalRecycle. Within 30 days of receipt, CalRecycle will either accept or reject the application. Within 180 days (in most cases) of accepting a completed application, CalRecycle will issue or deny the issuance of a WTF permit. Regulatory requirements for major and minor waste tire facilities are listed in Title 14, California Code of Regulations Section 18431.
