Local Government Waste Tire Enforcement (TEA) Grants
General Information
CalRecycle offers TEA grants to cities, counties, and city and county agencies in California to investigate illegal tire disposal activities and perform waste tire inspections to ensure compliance with all applicable laws and regulations.
Eligibility
Applicants
An applicant must be a city, county, or city and county.
New Applicants
In addition to being a city, county, or city and county, new city applicants must also have 50 or more active tire businesses with a Tire Program Identification Number (TPID) in their jurisdiction.
New city applicants that are under the jurisdiction of an existing county waste tire enforcement grantee applying simultaneously for this grant are eligible if the new city applicant:
- Meets the eligibility requirements of this grant;
- Notifies the existing county grantee and CalRecycle of their intent to apply;
- Meets with the existing county grantee and CalRecycle; and,
- Demonstrates complementary services are needed in their jurisdiction.
Based on the information provided by the applying city, CalRecycle will determine whether the city applicant will qualify as an eligible grant recipient.
Activities
- Investigating illegal tire disposal activities;
- Performing waste tire inspections to ensure compliance with all applicable laws and regulations, including the manifest system. Inspections are to be followed up with appropriate compliance actions to ensure that operators are complying with all waste tire regulations.
Funding
Funding for this grant is based upon CalRecycle determination and populations as shown below:
- Jurisdictions with populations equal to or less than 900,000 are eligible to receive up to $300,000;
- Jurisdictions with populations between 900,001 and 2,000,000 are eligible to receive up to $450,000; and,
- Jurisdictions with populations in excess of 2,000,001 are eligible to receive up to $600,000.
