General Information

The California Department of Resources Recycling and Recovery (CalRecycle) offers the Tire-Derived Product (TDP) Grant Program to promote markets for recycled-content products derived from waste tires generated in California and decrease the adverse environmental impacts created by unlawful disposal and stockpiling of waste tires.

CalRecycle makes no warranty, express or implied, and assumes no liability for any tire-derived product(s) funded by this grant. It is the applicant’s responsibility to determine the appropriateness of the product(s) for its purposes. To help you research and evaluate these products, CalRecycle has established a Web site that contains health studies, literature reviews, fact sheets, news articles and links to related issues about these products. This information is not all inclusive. It is provided for informational purposes only as a convenience to our website visitors.

Special Message for Grantees Using TDP Material Sourced From Outside of California or Using Manufacturers, Suppliers/Vendors and/or Contractors Offering “Free” Services:

All product manufacturers, suppliers/vendors, and/or contractors are required to certify and provide documentation that the material purchased by the grant was derived from 100 percent California-generated waste tires. Out-of-state product manufacturers, suppliers/vendors, or contractors may have challenges meeting this requirement. Grantees must understand and be fully aware that if there is inadequate documentation to verify that 100 percent California-generated waste tires were used in the TDP, requests for reimbursement may be denied. If reimbursement has been made and it is subsequently determined that the source of the material cannot be verified as 100 percent California-generated waste tires, CalRecycle may seek reimbursement from the Grantee.

Applicants/Grantees should be wary of product manufacturers, suppliers/vendors, and/or contractors who offer "free" services (such as installation) or a "contribution" as a means to influence the Applicant/Grantee's purchase/contracting decision. Some "free" services and contributions are actually ineligible costs which the product manufacturers, suppliers/vendors, and/or contractors include in the eligible material cost. Grantees seeking reimbursement, which may include non-eligible costs as part of the material cost, are subject to additional review and/or audit.  If it is determined that a reimbursement request includes ineligible costs, all or a portion of the request may be denied. Please consult with your Grant Manager prior to approving an offer which may include these, or similar, "free" services.

Eligibility

Applicant

Only one application per qualifying entity will be accepted. Eligible applicants include

• Public entities which include: California cities, counties, public school districts, public colleges and universities, special districts, park or recreational districts, and state agencies (including offices, departments, bureaus, and boards).
• Qualifying Indian Tribes. A “Qualifying Indian Tribe” is defined as an Indian tribe, band, nation or other organized group or community, residing within the borders of California, which:
  • (1)  is recognized for special programs and services provided by the United States to Indians because of the status of its members as Indians; or
  • (2)  can establish that it is a government entity and which meets the criteria of the grant program.

Products/Project(s)

• An application may include multiple TDP products/projects.
• Products must be made from 100 percent recycled California waste tires.
• Truck tire buffings may be used in the project, but will not be reimbursed by CalRecycle under this grant program.
• Project(s) must divert a minimum of 2,500 California tires per proposed tire-derived project(s). Multiple products/projects may be combined to achieve a combined minimum of 2,500 California tires diverted.
• Project(s) must be "new," that is, it has never received CalRecycle grant funds. (A project is defined as a specific TDP type at a specific location.)
• Projects generally fall into one of three categories:
  • Agricultural/landscape.
  • Recreational.
  • Transportation.

Funding

• Grant cost calculation is limited to material costs--installation, equipment cost, and truck tire buffings are not allowed grant costs.
• Grant reimbursement is actual cost per Passenger Tire Equivalent (PTE) up to a maximum of $5 per PTE not to exceed the maximum grant award amount.

*Passenger Tire Equivalent (PTE): If a TDP contains less than 30 percent (by weight) of the original fiber and steel that was in the whole tire, then use 12 pounds to calculate the number of PTEs. If a TDP contains 30 percent or more (by weight) of the original fiber and steel that was in the whole tire, then use 20 pounds to calculate the number of PTEs.
