In accordance with the California Used Mattress Recovery and Recycling Act, mattress recyclers, renovators, and solid waste facilities (reporting entities), as defined by PRC Section 42986, must submit an annual report to CalRecycle and the Mattress Recycling Council by May 1, 2017 (and each year thereafter). The annual reports must meet the requirements listed in CCR Sections 18965-18967, which includes contact information and quantitative information. The annual report will be used by CalRecycle and the mattress recycling organization (the Mattress Recycling Council) to assess the program and establish mattress recycling goals for the state. The reports are required by statute and regulations.
Recyclers and renovators must report the number of units (mattresses or foundations) received and identify from where they came. Also, recyclers must report the quantities and weights of constituent parts recycled and renovators must report the number of units renovated and sold in California. Solid waste facilities must report the number of units received and the number of units landfilled or sent away to be recycled or renovated. Complete requirements can be found in CCR Sections 18965-18967.
Annual Reporting Instructions and Resources
Reporting entities must access a secure, online database portal to enter the information required by the law for the annual report. The database helps mattress recyclers, renovators, and solid waste facilities meet their reporting obligations to both CalRecycle and the Mattress Recycling Council, as required by CCR Sections 18965-18967. The annual report requires only total amounts for the calendar year, along with ancillary information.
To assist reporting entities with compiling the data needed to complete the annual report, CalRecycle has provided the following resources:
- Frequently Asked Questions
- Mattress Annual Reporting Training Webinar
- Webinar PowerPoint Presentation
- Webinar Recording: YouTube (00:35:23)
- The following spreadsheets can be downloaded to facilitate record-keeping by reporting entities throughout the year. The spreadsheets include all the required information that must be reported annually.
