Sample Business Roles

The following sample waste tire trip scenarios are provided to illustrate participation roles and the respective Waste Tire Manifest Program requirements.

Trips within California

* “Exempt haulers” refers to those entities listed in PRC 42954 as being exempt from the waste tire hauler registration requirements. All registered haulers and exempt haulers hauling 10 or more waste tires on a public road must comply with the manifesting requirements described in this manual.

Multiple Role Scenarios

Scenario 1: Hauler as Generator and End Use Facility

As a waste tire hauler, you load your truck with waste tires from your business location or facility for delivery to various customers and to an offsite tire storage facility you maintain. In loading the 10 or more waste tires on your vehicle for transport on a public road, you are considered a waste tire generator as well as a waste tire hauler for this load. For this transaction, you must:

  • Complete Comprehensive Trip Log and receipt showing a pick up from your location and retain receipt at your place of business for 3 years.
  • Be registered with CalRecycle under the waste tire hauler registration program.

If during or at the end of the trip you deliver waste tires to one of your other business locations or facilities, you would also be considered an end use facility. For this transaction, you must:

  • Complete Comprehensive Trip Log receipt showing a delivery to your location as the end use facility and retain receipt at your place of business for 3 years.

Scenario 2: Generator as Hauler and End Use Facility

As a tire store owner, you load waste tires from your store on one of your trucks to transport them to a cross-town storage facility you maintain. In loading the 10 or more waste tires on your vehicle for transport on a public road, you are considered a waste tire hauler as well as a waste tire generator for this load. For this transaction, you must:

  • Complete Comprehensive Trip Log and receipt showing a pick up from your location and retain receipt at your place of business for 3 years.
  • Be registered with CalRecycle under the waste tire hauler registration program.

When you drop the waste tires off at your storage facility, you are considered an end use facility. For this transaction, you must:

  • Complete Comprehensive Trip Log receipt showing a delivery to your location as the end use facility and retain receipt at your place of business for 3 years.
