Notice of Intent to Adopt a Negative Declaration Pursuant to CEQA: Copper Chopper

A Notice of Intent has been issued to advise responsible and trustee agencies as well as interested parties and those potentially affected by the project that the California Integrated Waste Management Board (IWMB or Board) has prepared a Negative Declaration (ND) for the following project.

Project Description

The project is to issue a minor waste tire facility permit (Facility No. 19-TI-1505) to Copper Chopper Incorporated for its facility located at 14928 South Maple Avenue, Gardena, Calif. 90248. A minor waste tire facility permit authorizes storage of up to 4,999 waste tires and requires the storage of those tires to meet waste tire storage and disposal standards and permit conditions set forth to minimize potential impacts to public health and safety and the environment. The approval and issuance of a waste tire facility permit is considered a discretionary decision and is therefore subject to the California Environmental Quality Act (CEQA).

Comment Period

The comment period for this Negative Declaration starts on July 28, 2004 and closes on August 28, 2004. Testimony at the public hearings may be limited to issues raised during the public review period either orally or submitted in writing by 5:00 p.m. the day the comment period closes.

Public Hearing

A public hearing will be scheduled with the California Integrated Waste Management Board’s Special Waste Committee to consider the Negative Declaration and the proposed permit on September 15, 2004. Plans are to bring the item before the full Board for its consideration of adoption of the Negative Declaration and approval of permit issuance at the September 21-22, 2004, Board meeting. Both of the meetings will be held at the CalEPA Headquarters Building located at 1001 I Street in Sacramento.
