California Mattress Stewardship Program annual reports will be posted on this CalRecycle web page. Annual reports submitted by a mattress recycling organization (currently, the Mattress Recycling Council (MRC) is the only approved mattress recycling organization) will include information on the organization’s costs and revenues, the quantity of used mattresses discarded in landfills, the quantity of mattresses collected for recycling, the quantity of each category of materials that was recycled, and their end uses, education and outreach efforts, and an independent financial audit of the program, among others. For a more detailed description of the requirements of the mattress recycling organization’s annual report, see Public Resources Code (PRC) Section 42990.1, and § 18964. Mattress Recycling Organization Annual Report"California Code of Regulations (CCR) Section 18964.

Stewardship organizations operating on behalf of participating mattress manufacturers are required to submit annual reports to CalRecycle by July 1 each year. Upon receipt, CalRecycle reviews the annual report for completeness and notifies the submitting mattress recycling organization within 30 days. If the report is determined to be incomplete, CalRecycle then identifies what additional information must be submitted to make it complete, and the report must be resubmitted within 60 days. Upon receipt of a complete report, CalRecycle must review and adopt a finding of compliance, noncompliance, or conditional approval within 60 days.
