Background
Purpose of Stewardship Plans: The stewardship plan plays a very important role in the program because it defines a compliant program and communicates a course of action to stakeholders and the public. Stewardship organizations (or individual manufacturers that are not represented by a stewardship organization) are responsible for submitting Plans. CalRecycle-approved plans will be posted at this website, along with ensuing annual reports.
- Carpet America Recovery Effort (CARE) serves as the carpet stewardship organization until at least April 1, 2015 as stated in statute (Chapter 681, Statutes of 2010 (Perez, AB 2398). After April 1, 2015 other stewardship organizations may submit plans. Individual manufacturers can submit plans at any time.

Below are different versions of Carpet Stewardship Plans, starting with the current Plan being implemented by CARE:

- CalRecycle disapproved Plan Version 2.5 at the public meeting on August 20, 2013 and CARE was directed to submit a new revised Plan.
- CARE submitted a revised Plan (Version 2.5) (May 31, 2013) which was discussed at a public meeting on June 25, 2013 and CARE conducted a webinar/conference call on September 24, 2013 to share information about changes to the Plan.

- On January 17, 2012, CalRecycle conditionally approved this plan. The Request for Approval explains the conditions for approval. As part of the conditional approval, CARE was required to submit an updated Plan to CalRecycle by December 31, 2012. CARE requested an extension in December 2012. CalRecycle granted the extension to May 31, 2013, which was announced at the January 2013 CalRecycle Public Meeting. Additionally, CalRecycle sent a letter to CARE describing items to be covered in the updated Plan.
- Pursuant to the California Environmental Quality Act, CalRecycle adopted a negative declaration on January 17, 2012 after finding the California Carpet Stewardship Plan would not cause any significant adverse environmental impacts.
- CARE provided new language on January 19, 2012 to address one of the conditions concerning audits. CalRecycle has asked CARE to include this language in the revised Plan.

An addendum to a Plan is used after formal plan approval to address changing conditions and implementation challenges when it is not timely for a stewardship organization to wait for the next Annual Report review. On December 28, 2014, CARE submitted an Addendum to its approved Plan to respond to CalRecycle’s decision of noncompliance and has requested accelerated review and approval of the Addendum. The Addendum describes changes CARE is making to improve the Program and address non-compliance. The Director of CalRecycle reviewed the Addendum and made a decision to accept changes in the Addendum as explained in a letter to CARE (PDF 245). Acceptance of the Addendum does not mean that CalRecycle considers the Program in compliance. CalRecycle evaluates compliance at the time of Annual Report reviews.
